Stupid question maybe????? Do the any of the TSB's expire or have some sort of limit such as mileage or time?
I have 01 Windstar with the classic blinking engine light with codes 171 and 174? It has 115,000 miles.

Any help would be greatly appreciated.

TSB 03-16-01 applies to your Windstar and is the latest update to the lean code issue. The only item it mentions replacing on 2001 is the fuel pressure regulator elbow, if it is loose, and updating the PCM to the latest calibration.

It also mention this:

Eligible Under The Provisions Of Bumper To Bumper Warranty Coverage And Emissions Warranty Coverage

.....both of which you are evidently beyond the time limits.
