Pamparegla's Noise making activity
 

Here is the person who always makes noise on our village.He has been given a ticket he laylow but comes back once again and it seems it doesn't work on him so maybe the internet will let him learn that if he doesn't want to stop maybe the internet will be a helpful tool to make him stop.
His usually noise making activity times are

5:30-7am monday to friday
6pm-10pm monday to friday
9am-12nn saturday
7pm-10pm saturday
12nn sunday

These times changes and he makes flybys,revving,over revving and many other speed maniac ways inside the village not just once but twice or even 4x a day.
It is strict here and a very quiet village but it seems he has a death wish.
Pamparegla is a filipino term on english term is "period" of women.
The photos are the vehicle he use to abuse the road and makes noise.
The first is his black honda much more syento bente motorcycle wave with plate number 8259-DF
with a government vehicle Black Mitsubishi Lancer SHG-373 which he already use to passby last Sept monday. He turned around just to pass again in our street.
Another is a Maroon color Mitsubishi Lancer with gun metal color rims SHG-393.
The last photo is a Yamaha Mio which soon he is going to make noise as well.

I'd get all the villagers together and have a 'chat' with him, might carry more weight then just a ticket/fine..

Or better yet, if his law breaking schedule is so predictable, have the local law agency laying in wait for him. Especially for the speed and unsafe driving. Even with only one citation given (?), usually (or at least here) if you keep repeating the same offenses it gets expensive or if you are endangering the public you can get some time off in the local jail.. I'm no angel when it comes to speed and/or borderline vehicle operation ;) but you don't or shouldn't do it or make excessive noise in your own neighborhood! :) This a young guy?
