02 sable 3.0 sohc rpm flucuation

02 sable 3.0 sohc rpm flucuation
rpm's flucuate by about 400 once the a/c or heat is turned on. a/c and heat function properly. does not occur at speed just at idle. the idle air control has been cleaned and checks good. no vacuum leaks were found. any other suggestions?
