Roof Rust over Windshield
 

I junked my 1997 Explorer because severe rust bubbles developed over the windshield and began to leak water onto the dashboard. Now, my 2006 is starting to bubble in the same place. Can anyone explain why this occurs and how to arrest it before I have to junk another perfectly good running vehicle?
