1998 Windstar Brake Pedal Catching / Sticking

I'm not sure how to describe this, but will give it my best try. Sometimes when I push on the brake pedal, it doesn't engage the brakes and feels like something is sticking. It happens most often the first time I try to stop, but has happened after I've driven and started and stopped at lights a number of times as well. When it happens, I push and let up on the pedal a few times and after a few times the pedal goes down and the brakes engage. The brakes don't stick, just the pedal - so I don't think it's a bad caliper.

I thought it might be the slider pins on one side sticking, but checked the brake pads and the pads and slider pins seem ok. I I say the slider pins seem ok because on both sides I was able to easily push the piston in with a C clamp.

I've found quite a bit online about sticking brakes through google searches, but nothing on a pedal acting like this. I thought it might be the slider pins because that's kind of how it feels - like a slider or something is keeping the calipers from squeezing together and after I push on the pedal a couple times whatever is making them stick brakes free.

My vehicle is a 1998 Ford Windstar Limited, 3.8 engine, with just over 100,000 miles on it. Anyone experienced the same problem or have any idea what the cause might be ?

Is the pedal stiff/hard to apply?
Sounds more like a booster issue
