Windstar powersteering?
 
I have an 02 Windstar and just noticed (other times I got radio loud) when I was in park when I turn the steering I hear a like "sucking" noise intake maybe? Its not loud but if listening for it you can hear it what can it be or is it nothing

It could be time to check the power steering fluid level.

Are there any fuses that can affect the power steering in a 2003 Windstar?

It would be fun if you could post an audio recording! I had my power steering pump replaced a few years ago....when I am on park with the windows down I can hear a bearing noise coming from the corner where the steering pump is....when I look at the pump I can see some "wobbling" for the pulley...it has been like that for a while and since I dont drive for critical things (i am retired) I am waiting for it to break!
