Default Electrical Problems

We have a 2005 ford Escape XLT with 3 Ltr engine. The problem we are having is as follows. The 15 amp fuse, as far as I cab tell, controls the brake lights and also locks up the shifter keeps blowing. we were in a repair shop a week ago and told them about the problem and they removed something hooked into the wiring you need for towing trailers, which the previous owner might have done, not us. He said this thing looked like it was burnt, said it was common and took it out. but that did not cure the problem at all! I even went and put a 25 AMP fuse in there and it blew it.

Any fix it idea any body has would help me greatly.
