Question radio down

2008 F250 superduty radio quit working. manual shows three fuses, 28 (5A), radio,38, (20A) subwoofer and 39 (5A) radio. Fused good but I'm not getting any power to the input side of 28. I carried to ford service. They kept truck half a day and told me the radio was bad. I inquire about the # 28 fuse and they told me they were getting power. They had to order radio. I check fuse again when I got home and still no power. I'm using a Fluke 87 and it does not lie/ Can someone tell me if this fuse is even in the circuit? They also told me the radio needs to be programmed to the truck. I can't find anywhere that tells me that. The chevy manual tells about their radios's needing to be coded to truck.
