Default no power

I have a 1990 T-Bird that was given to me by a friend with both heads blown and a dead mis. I sent the heads out to be re-done, did all my due diligence on the block while heads were being reworked. New gaskets, stretch head bolts, torques are all right and in sequence. The dead mis was the #6 injector, I replaces that, put it all back together, timed it right and all vaccume lines are right and there are no leaks, vaccume or liquids. My problem is the thing wont get out of its own way, very low power.. Any suggestions,??
