Default the horn relay doesn't click

when i push the button on the steering wheel the horn doesn't work and the relay doesn't click and the fuse is good. as soon as i figure out where the tapping sound is coming from in the engine i can worry about the other stuff.

Whats it doing now? Relay making any noise at all?
If you have the remote does the panic button make the horn beep like its suppose to?

For diag just swap relays with another under the hood that works.
What year and model do you have?
If you have a remote you can use the panic button to check if its a input issue aka steering wheel horn switch or if its a output issue aka relay/horn.

If the horn doesnt work when power directly supplied then either the horn doesnt have a good ground or the the horn is bad, that said if the relay is not reacting to the horn switch being pushed then you would seem to have two issues, and I wouldnt bother replacing the horn till you can get 12V to the horn connector when its the horn is pushed.

This is how I would do diag for your issue
Step 1 - The fuse is highlighted in yellow, you can remove the horn relay and check if there is 12V present at either of the pins that I circled in orange, if those are good then the fuse is good and power wiring is intact. Step 2 - Leaving the relay uninstalled, take a jumper wire(paperclip works if your careful) and make contact with both of the pins I circled in red, this will simulate a activated relay, see if you have 12V at C137.
Step 3 - Swap the horn relay with another relay that you know works and is the same type, I like to use the starter relay if its the same type. Remove the starter relay and put it aside, install the horn relay in the starter relays location, start the vehicle at least five times in a row,(your trying to fatigue the relay to see if it fails), if it works all five times then the relay is fine and you can put both relays back into their original locations.(This is based on the starter relay, just replace "starting the vehicle" with what ever action the relay you swap with does.)
Step 4 - With the relay installed, disconnect one of the connectors in wire section I circled in blue and supply a ground to the pin going to the relay, this will simulate the horn being pushed, see if there is 12V at C137.
Step 5 - To be completely thorough, remove the horn and sand down the vehicle and the horn areas where they bolt together, this is the horns ground, while its uninstalled take jumper wires and apply voltage and ground to the correct places of the horn, if it makes noise the horn is good & if it doesnt make noise the horn is bad.

Let us know what happens with each step, if everything is good in the above five steps then your issue lies in either the clock spring or the horn switches.
