Can you put wires behind dash AC fan switch on a new switch and hang it from the bottom of the dash? Do not want to pay to have dash removed. Would look weird but the end result justifies the means.

 

It is not hard to replace the climate control unit.

First have a look at the area below the radio. You will see a few screws that need to be removed so the bezel comes off. In order to get to the screws you need to remove the radio, remove the shifter ****, remove the back console and front console, remove the bezel. Now you can unscrew the the climate control unit, pull it out and replace it as a whole or just parts of it.
You would have to do this anyway in order to get to the wiring. The haynes manual is reasonably helpful with this.
