Default 2002 Crown Vic LX question

Hello everyone, im a noob here. I was walking the dog when i saw a neighbor selling a 2002 Crown Vic LX for $2300. It has 52k original miles. Claims no accidents, no salt filled environments, flooding, etc. Of court research will be done.
​An older person owned it. Im going to test drive it soon. I just have a couple questions. I read the LX sport has dual exhaust that gave the vehicle a significant boost in its official horse power rating. I also noticed that the sport has significant suspension upgrades and a 3.27 rear end. My questions are, 1) is there more done to the engine that causes the dual exhaust to provide that much horsepower? Or is the engine so restricted that providing duals simply makes that big of an impact. 2) Are there suspension kits for sale that mimic the LX sport setup? 3) Does the 3.27 rear end gear ratio make that significant of a difference over the original non sport gears? Thanks in advance.
