2002 p71 air bag light

Default 2002 p71 air bag light

OK so now that In have it running, squirted a little Freon in it, I am ready to get it inspected, but the air bag light is on steady, it has been on since the law dogs finished with it and I did get it inspected a couple years ago but there is no safe bet it will "cruise" through this time.
I see no codes but for the shifter sensor (I need a steering column) so where do I look now? It would not surprise me to find that some departments disable the air bags.
EDIT I don't know if the owners manual would be any help because for some reason the Cuero PD did not think the glove box was big enough to store the OP manual in.
I do have one coming so maybe at least I can see what fuse does what.

Your air bag light should blink when you first turn on the ignition. Count the blinks. It would be like 3 blinks and then 3 more blinks indicate a code 33. Find out what the code is and you will be able to find out what is wrong. for instance a code 3 3 on a 2006 ford indicates drivers side seat belt pretensioner.
