Default body work

On my 92 Crown Vic, around the lower finder, there is some rust and the clear coat is peeling somewhat. The area is about four inches long, and maybe an inch across. What is the best way I can repair this myself so as to make it match the rest of the body?

sand it with 600-400 grit wet sandpaper, get anti rust/rust remover, like phosphoric acid, follow directions on that, then prime area with rustoleum rust stopping paint then get the matching factory paint from duplicolor and a clear coat.
