Fuel Pressure

Fuel Pressure
I posted on this site awhile back about a fuel pump issue on an 01 Crown Vic. I finally got the $$ to have the pump replaced. According to my pressure gauge, sometimes the pressure will stay around 38# overnight, some times it drops to 5-10 #, or even to 0 #, with the new pump, just as it did with the old pump. Should this variation issue be normal?
The car starts and runs fine with the new pump. The car would, however, start/ run fine with the old pump, but I had to turn the ignition on/ off several times quite often until the pressure would suddenly jump up to normal with the old pump; this does not occur with the new pump.
Advise, please? Thanks.
