Default 2006 ford e250 low beams don't work but high beam(flashers do)

I'm at a loss right now. not sure where to begin but last week my parking light tail lights weren't lighting up and found a wire to be broken under the driver side step.
i connected the wire together and put heat shrink around it to protect it. then out of nowhere 4 days later the headlights don't turn on, while the parking lights do. the high beams do work if i use them in the flasher motion(pulling them towards me) but the high beams do not work when in constant ON position(pushed towards the nose of the car.)

any suggestions?

I don't know much about this, but many cars use seperate fuses for each headlamp system. May be you can start from there.
