For your year vehicle the instrument cluster is one of the modules in the CAN network.

A capable scan tool will be required to check what is not right.

I don't know if the scan tool you have ordered can do what may be required.

Suggest you check before purchase.

About 90% sure that you will need Forscan to program the new module, the instrument cluster, PCM, and BCM all require programming for the PATs system to work correctly so the vehicle can start.
Basically all the modules have to have matching VIN data stored so that people cant just switch out a module and steal a vehicle.

Default TCS plug

Not sure if this helps but I took my dash out to install a radio and I wanted to test the radio before putting the dash back together and had the same issue you had. I had a lot of the dash plugs unplugged yet and I couldn't believe that not having all the plugs in would cause an issue, but I couldn't start the car? So I put the plugs back in to each spot and then I everything functioned correctly again? I could only figure that the plug it was looking for being reconnected was the TCS plug for the traction control system. I didn't waste time proving that out but just double check you have that plug in and in correctly. Hope that provides some help in your case.

Thanks for the info. I triple checked ALL Connections, still nothing... Got new cluster. Bad fuel gauge sending unit fried cluster.
All the lights and gauges now work, but NO start. Have Scanner now, downloading all the ForScan stuff and drivers required. Even bought the 3 year user fee,, only $20.
It's now Saturday,, 16 degrees, Wednesday be in 50s, Since I'm off on Wednesdays, Work on Van day!! Let you all know how it goes for C.J. Shadetree!!
