Default AOD tranny kickdown problems

90 ford e150 1/2 2wd club wagon. tranny pan has 14 bolts. having a problem where if I am accelerating up to like 30 or 40 and let off the gas the van doesn't downshift until later when I am traveling say at around 20mph. How do I adjust the tv cable correctly? Also, considering this van is 21 years old, what's the deal with the tranny filter? should it be replaced? This van doesn't have a vacuum modulator on the tranny so i suspect the kick-down cable. Any help would be appreciated. Still trying to obtain a usb cord for pictures of the fuel pump from the rear tank on this van.....asap. thanks
