e4od downshift problem

Default e4od downshift problem

I have a 1990 E350 toting a Champion Telstar motorhome chassis. It has the 460 engine and the e4od transmission.
I have a problem with down-gearing for long hills.
It will down-gear from overdrive to 3rd and it will down-gear in 1st.
But when I try to down-gear to 2nd, it seems as if the transmission shifts to 2nd but the torque converter seems to cut out so all I do is coast instead of decelerating.
The transmission works very well when pulling, shifting into all gears appropriately. But I do not have engine braking in 2nd gear.
Is there an adjustment to the shift lever or something that can be done?
Or is it a problem in the electronic control module (or something else)?
