Default Heat to Feet/2004 E150

I turn the heat dial to full red and the location dial to Vent and I get tons of heat on my face (sleepytime)...but when I turn the dial to the floor setting... I can hear the fan still going strong but I feel no heat on my feet. It does seem to get a little warmer down there...,but no fan pressure. Where is the heat going?> I would love heat on my feet..Not my face. I had a similar experience with my 1999 E 150. Any ideas would be appreciated. Thanks

Do you know if the air control doors are vacuum operated or cable operated?

Default Vacuum control

"mode door is driven by a vacuum contro; motor (18A318) to its predetermined position" Vacuum Control motor (floor/defrost door)
