I was replacing the power steering lines on my 91 e250 5.8l. As I was trying to disconnect the power steering return line this part pictured in the photo fell on the ground. It had electrical tape wrapped all around the end of the black cable like maybe it was taped to something?

I thought it was potentially irrelevant but I’m now having starting issues. The van will crank but is having issues turning over. I’m not sure if this part is related to the starting issue or not. Does anyone recognize this part?
