Default Is old van low miles OK?

So now my1997 E350 v10 work van has 200,000 miles and is still going but is starting to get tired.
I started looking around for a replacement and found a 1998 E350 v10 with 70,000 miles which according to the seller was "government owned and maintained". I almost think that this van was sitting around and not being used.
Question: Does a vehicle actually deteriorate when it is not used regularly? If so, should I rule out purchasing it? Price is $9000

IMHO, that is too much money for that van. An old one with low miles doesn't bother me, I have an 85 150 with 120,000 actual miles, and it sat a lot before I got it.

I agree the price is high. I am in California and when I check Blue Book values, the cars and trucks out here are always higher than bluebook.
I got a bit more info about the van. Dealer says it came from a university in San Diego. Dealer also said dealership changed plugs and serpentine belts. Don't know what to think about that. What do you guys think?

I think having owned your van for the many miles it has, you know what to expect possibly better than anything we can suggest. What do you think?

I just started my business and didn't really want to start out in debt.
I bought my van about 2 years ago and put 40k miles on it. I suspect it was driven hard and neglected and I have put more money into it than I wanted. It has made me money so I am happy with it but am tired of having things come up.
I am a cheap MFer so when I do actually spend my $ I like to get as much info as possible. This seems to be a good site for that.
I think I will go have a look at it. If it is as good as it appears in the photos, I will probably get it
