where is the wiper pulse timer?

The wipers on my 2000 E450 died this weekend and I've been trying to track down the problem. The #9 30A fuse blows when I try to run the wipers or the windshield washer. I disconnected the wiper motor and the fuse still blows. I'm thinking the wiper pulse timer is involved in both wiper and washer use so I'd like to unplug that and see whether the fuse still pops but I have no idea where to look for the bloody thing.
