2003 escape anti theft problem

2003 escape anti theft problem
my escape engine shut down when raining , turn wipers on and engine kills.
ford couldnt find prblem ,but said needs new staeter , they put one in for 400.. bucks what a rip off. now runs while driving anti theft goes off and engine boggs down , drove 5 miles , then was ok drove 45 miles and no problem but will happen again , anyone know what it could be ???
