Default 2004 XLT with electrical gremlins

New to me, previously little old lady owned. Runs like a champ as long as the IAC isn't sticking. Seems to have some electrical issues though. Can anyone point me in the right direction for what these all have in common, so I can find what's most likely a rodent-chewed harness?
  • overhead lights don't work at all - main, map lights or cargo area
  • radio won't come on - looks like no power, though I need to get my removal tools out of storage so I can verify that
  • power door locks don't work at all with the key off - makes the remote pretty useless when it only works while you're in the driver seat
  • no power at OBDII port - no CEL at the moment, but I'm used to calling it the "engine exists" light on my 2002 Focus, so I want my reader to work
So far, I've gone through checking fuses. Haven't yet wedged myself in the footwell long enough to check for power on the inputs to all of those, but the under-hood box was good on all of them, and the fuses in the footwell test good. Lighter works fine with the key on, and power port works all the time. All exterior lights work. Dash lights all appear to work except nothing lights up on the stereo. Climate control lights up and works fine. Not sure if the cruise control buttons on the wheel are supposed to be lit or not.

You did half the job, now all you need to do is check the rest of the fuses.

If you had a simple test light , you check all those fuses without pulling them out and having to hopefully put them back in the right place.

It is a time and back saver.
