I normally use liquid dish soap, hot water and a plastic scrub brush when I run into the waxed plastic. The liquid dish soap is a degreaser so it takes it off. Then I use Turtle Wax F21 Super Protectant on all plastics, vinyl and leather.

You might give ICE - by Turtle Wax - a try. It works for me
