When I turn on the AC on everything works as it should. The second cooling fan switches on like it should and is loud. The issue is when I turn off the AC the second cooling fan never shuts off. If I turn off the engine and then back on all is normal and only one cooling fan turns on. Once I restart the AC the exact same issue begins. Any ideas?

Also this only happens with AC, not with the blower and heat on, only one cooling fan normally turns on as it should.
