Cold running 1.3 engine
My engine runs fine but the temp gauge very rarely gets above the lower edge of the 'normal' range and usually sits just below it. The heat coming out of the heating vents is also only luke warm when on max heat. I changed the coolant when I bought the car a year ago and it gets up to its operating temp quick enough. Any ideas please?

Let's tease this out a bit. You don't get enough heat in the winter or all year? If it reads low in the summer as well while you see the radiator fan running then you probably have a bad sensor. Go to a wreckers and pull one as these don't go bad too often. A cold engine sensor will mess with your computer and you could be running rich.
If it's just cold in the winter then the first thing I'd try is changing the thermostat. This controls the flow of coolant to the radiator. If it sticks open as many old thermostats do, then too much fluid goes to the radiator and it never gets warmed up enough.
If you live in a particularly cold climate, get a winter thermostat for the cold weather.
I haven't had good luck with aftermarket thermostats. They are relatively cheap at the dealer.
If you just don't get heat to the passenger compartment you made need to flush the heater core that exchanges heat with the air flow to the cabin.
Start with the cheap repairs. You can do all these yourself.
