Default escort turns over but won't start

Three days ago I went to visit my daughter. My 92 escort had been running fine for the last three months. When I came out 2 hours later to leave it wouldn't start. It turns over fine. Everything else works. It has a quarter tank of gas. The fuel injector fuse in the engine compartment is okay as is the fuse under the dash. I used a Hayne's manual and followed their instructions to see if the fuel pump was running. It would not run even with a jumper wire wire on the test terminal under the hood. The fuel safety switch is not popped up. At least I don't think it is. I have pushed down through the hole and it won't move. It feels flush with the top of the surrounding area. Before I pull the rear seat and check to see if there is power at the pump and/or pull the pump, the wiring diagram shows a fuel pump relay but I can't find where it is located. Can anyone tell me where it is located or anything else that might help me. I would like to get it going as soon as possible. It gets 38 mpg while my trusty steed (F-350) only gets 11 mpg.
