Any check engine light?
First thing to suspect would probably be the IAC (idle air control), or vacuum leaks into the intake, possibly the throttle plate/shaft itself.. The throttle position is factory set, and even if the set screw was backed completely out, it won't slow to an idle from 2K.. The PCM is in control of the idle air volume with the idle air control valve.. With it high idling, unplug the IAC and see if the engine RPMdrops.. Think this pic is correct for the 1.8
