Default 2003 Explorer "haunted"

My ford explorer has some weird things going On with it. When I turn on the head lights, fog lights, or brights the wiper fluid starts spraying on my windshield very slowly along with the ABS light at the same time . I already checked for any shortages, blown fuses, etc. I can seem to debunk this. Can anyone help?

There may be a definite cause for this, but sometimes we can get rid of gremlins by disconnecting both of the battery cables and touching them together then reconnecting them to the battery. The computer will lose some of its memory, but that can be relearned with a few short trips.
