When staring in cold temperatures makes a loud whining noise then goes away when it warms up. Does anyone knows what it can be?

Sure, a dry bearing or pulley.. remove the belt and spin all the auxiliaries by hand (when cold)..

Probably the typical Ford power steering pump whine. Fluid warms up then the pump quiets down. A P.S. fluid flush and fill with the proper fluid won't cost much, is a good preventive measure and might solve your problem.

Usually when an idler pulley bearing fails, you will see some powdered rust coming from it.
