2003 explorer xlt 4x4 problem

2003 explorer xlt 4x4 problem
Push 4x4 high button and nothing engages. Push 4x4 low button when in neutral and 4x4 low engages fine. I don't think 4x4 auto or 4x4 high is working. Cannot hear shift module engage 4x4 high.
