Is it standard climate control, or EATC (electronic automatic temp control) ?

I have a similar problem in my 98 explorer and it has EATC (front blower works on high only heat or air) rear manual selector works fine.

if its what i think its your blend door to fix dealer will charge 1500-2500 for it or you can buy part on ebay for 20 and do it yourself
