Default Cruise control with a mind of its own!

I have a 2003 Explorer with a couple of issues that just started.
  • Sometimes the cruise control works and sometimes not. Sometimes you can keeping hitting on and set it will eventually set. Other times it will set the first time. Then while you are going down the road and it will just quit but it will let you resume. It does this multiple times during your trip.
  • You turn the ignition switch on and the lights come on for the small amount of courtsey time. Well, mine wont go off. I have them on automatic and I have to complete turn every thing off, interior lighting and all outside lights and I start my trip. After a short way, I turn the autos back on and all is back to normal.
