Ford Explorer Rear High Brake lights rplacement

I have a 1996 Explorer. My rear high brake lights (top of door) are not working. How do I get to the bulbs to replace them?

This vehicle uses a neon style brake light at the top, not cheap to fix. There is no bulb, you have to replace the whole unit, and usually the ballast too.
