Default Hot air continues to Blow!!

My 1996 Explorer blows hot air even though I have the dial turned to cold on the climate control panel. I did some research and checked the **** first then dropped down the glove box and disconnected and reconeccted the Heater Blend acutator. I also checked the fuses inside and under the hood. Even when I turn on the air-conditioner to MAX, the air is still warm. I also cycled through the selection **** and watched the device under the glove box move as each selection was made.

I went to my dealership in town this morning and was told that the entire dash/steering column etc... must be removed (an 8 hour job) because I have a broken blend door. The estimate was over $1000.00 to start. Without any mention of the blend actuator, how would they know this without being able to see it?? Does this sound reasonable. Unfortunately my air condtioner is compromised if I don't get this fixed. I can do without the heater all together. If anyone can offer any insight, I would really appreciate it....

Check the vacuum hoses. Be careful moving the lines around though, the cheap plastic connectors on them break VERY easily.
