Idle on start-up

Default Idle on start-up

What is the idle suppose to be on start-up? 2004 4.0 liter Ford Explorer. 25,000 miles.
Immediately goes to 1900 then back down. Hot or Cold
No other problems. Just a concern.
Dealer says this is normal, but cannot believe that it's suppose to be this high.

After reading this. Idle as in rpm's . Rpm's go to 1900 then idles normally.

1900 is too high.It should be around 800. Is the check engine light on?

No check engine light. No codes. ECM has been reflashed a few times.
Idle is at 800 once it reaches 1900, it drops to around 800.
As soon as you hit the start position, and the engine starts, it goes to 1900 then drops back
to a normal idle. Warm or Cold.
