Default Quick Question on Emission Sticker

Hi Folks, we are looking at purchasing a used 2010 Ford Explorer(4.0, 6 cylinder) and there is an emission sticker that says: "California: Certified for sale ULEV ll qualified", it also says it "Conforms to regulations 2010 MY"

Does anyone know what this means? It says on the same sticker that is runs on gasoline and I know it's not an electric hybrid.

Just want to make sure it's just a regular, that runs on gas and doesn't require any special DMV registration conditions.

Hope someone out there knows what this means. Thanks in advance for your assistance.
