right rear brake is locking up when barely hitting brake petal, have to give gas to move or put into neutral or reverse to unlock, while backing up and hit brakes no problem stoping normal, abs light has been on since have explorer and abs has never worked, plus parking brake dosnt work while depressed at all, not sure if ever worked any help would be appreciated.

 

What year explorer? Does it have rear disc or drums?
