2001 Ignition Installation

2001 Ignition Installation
I know how to take old ignition out and put new ignition in, but do you have to a computer to program the new switch and key to make it work. Instruction with new ignition and key say to switch forward theft light will flash for 15 minutes switch back then switch forward again for 15 minutes and key is programed, but this does not work. Thanks for any help.
