Default 2005 F150 4x4 problems

Hey Guys im having problem with my 2005 F150 4x4. When i try to shift it in 4x4 it doesn't do anything. Its an electonic shift on the dash. I checked the fuses and they appear to be fine. When I start the truck the 4x4 light comes on with the other lights and then goes off like normal. I did some reasearch and thought it may be the iwe solenoid so I replaced it and checked the vacuum lines. The front right vacuum line was clogged with mud so I cleared it. I thought that would fix it but still nothing. I jacked the truck up and turned the wheels while the truck was off and both half shafts turned indicating the iwe were engaged. Then i turned on the truck and tried turning the wheels and neither half shaft turned, which i assume means the vacuum is being applied to the iwe and disengaging it which should be correct. I also tried tapping on the shift motor just see if maybe it was jammed. Not sure else to try any help would be much appreciated....thanks
