How about a little help from you?
What does 4th mean?
Please explain, heater core gets hot, how was this determined?
When you say vents, does this mean only the vent setting or other functions also like defroster ,floor etc ?
Not knowing where you reside, could the intake areas outside just under the windshield be clogged with ice or snow?

95 ford f 150 replaced actuator door . flushed system, replaced thermostat. Both heater core hoses get really hot. Box around hearer core gets so hot you cant touch it but vents will only blow warm air on any setting.

There is a "Blend door" that most likely is stuck in the position where it is not directing all incoming air to go over the heater core.
