Default Cruise Control does not work below 30 MPH

I just bought a 2005 XLT and found a real oddity. When operating the cruise control it will not function below 30 MPH. This is my start on a quest to find out why. My 1999 Expedition and the 1999 Buick operate below 30 MPH. Normally I would not use this low of a setting but they just changed a lot of the side-street speeds to 20 and 25 MPH that were 30 and higher. In an effort to be observant of children and "slow" moving bicycles and vehicles, I am resorting to the cruise control.
Ideas?

Found a link at YAHOO that says that Ford intentionally does this. Wonder how my '99 Expedition missed it?

My 04 was the same way. My 19 King Ranch will do 20 mph on cruise.
