F150 gas gushing out of tank

here is my problem. I have a 1991 F150 XLT Lariat
I have gas gushing out of the front fuel tank as soon as I remove the gas cap. It happens every time too. I replaced the gas cap, and it did not help. I siphoned out about a half gallon fuel thinking it was overfilled, but it's not and it's still gushing out gas.
I am stumped to say the least.
Also, are the front and rear gas tanks tied together? Do they somehow share a common fuel line?
One last bit of info. The front fuel tank that does not work right now.. I think because the fuse holder that operates it is corroaded out.

sounds like the diverter valve is stuck.It is pumping fuel from one tank through the fuel rail into the return and back into the wrong tank. Replace it or use the tank that overfills as that is where the diverter is stuck. Rich
