No high or low beam?
If the 30 amp fuse/position #8 in the Power Distribution Box is blown you wont' have any headlamps.. If the 30 amp is good, and the H/L switch is new with 12v in on the DB/O wire and out on the R/Y wires then the circuit is good through the H/L switch.. You can also check for voltage on the same wire color/tracer at the multi function switch connector, only the voltage 'out' of the mutifunction would be on the GY/O and R/BK wires to feed the junction box fuses.. You should also have 'voltage' at the junction box fuses for high lamps/flash to pass, low lamps when commanded with the mulit function switch.. Check to make sure the voltage is there, and not just an open fuse.. Fuses are #16/20 amp for high, #28/10 amp for lows, 26 for DRL's.. If you have voltage at and through the junction box panel when selected with the multi function switch, then it could be in the connector up close to the firewall drivers side, the harness out to the lamps, or a ground issue as Bullitt94 stated.. Did the lamps work prior to the dash work you recently completed?
