Ignition Output Porblem?

Default Ignition Output Porblem?

My 1995 F150 4.9L six is not starting, i have checked fuel is not the issue, there is no spark. Input into the ignition coil is 12v and igntion output is also12v? I'm confused i thought it was supposed to be much higher. I checked the resistance on the 1' and 2' coils and it is within specs. Any ideas? Or am i missing something. thanks for the help!!
