Default Leaking antifreeze from EFI manifold

I have a 96 F-150 XLT 4x4 Off Road with a 5.0. On the fuel injection manifold on the passenger side at the front there is a 5/16 hose that runs from the heater hose to the top of the fuel injection manifold. There is a return hose that comes out of the bottom of the manifold and dumps close to the water neck. Anyway in between these 2 hoses on the side of the fuel injection manifold there are 2 holes about 5/16 in diameter one over top of the other. It appears to have factory plugs pressed in these holes. The bottom hole plug is spraying antifreeze like crazy. Have any of guys out there had this problem and how did you fix it. I just plugged the hole with a bolt and J.B. weld and I hope it holds.

I haven't heard of that before. Is it a part that will work on either side of the enginge and they used plugs to clog the holes that aren't needed on one side?
