Default starter problems

I have a 1997 F-150 4.2L v6 that I have just had the starter rebuilt for. I reinstalled the starter and I am sure that I have hooked up the leads correctly however it seems that the starter engages but is not engaging the ring gear. Is it possible that the starter is turning backwards? or is it just that I don't have the starter fully in place. everything seems to be fitting properly and the starter is firmly and evenly in its mounting. Is it possible to pull the starter back and touch the ignition to see if it is working properly or is this not the safest thing to do. I don't have the neccessary tools to bench test the starter properly.

You can get the starter bench tested for free at most auto part stores.

What was the price of having the starter rebuilt verses a new one? Also, what was actually rebuilt on the starter as people have different versions of what rebuilt/rebuilding means? Were the windings checked for shorts, new thruster bushing/washers installed, armature turned and cleaned, brushes installed.....?
