Default starter problems

the starter wont turn at all, i have replaced the celinoid, pulled out the starter to test it and everything works, but when i install it into the 460 when i try to start the truck the celinoid goes click but no response at all from the starter motor, i have checked all of the connections (positive power and ground) and themy voltagetester says its all getting power. if i unbolt the starter from the motor but keep the power wire on and ground the case to the negative battery terminal the starter still doesnt respond so i know that its not from the motor keeping it from turning. i have taken the starter out and just straight wired it to the battery and it engages well. i have checked the connections many times but i am so confused on why it wont try turning while going by the connections from the truck. (1990 f-250 lariat 460 EFI) thanks

Ever check the starter relay on the fender? Also very low amps in a dying battery can cause the symptoms you describe.
